Because these stains come from your water, they may disappear when you rub them with a cloth, but they usually comeback within a day or two. Now chlorine bleach will work, but be careful to rinse it away quickly because, if you leave it on your tile or your fixtures too long it can ruin the finish.
Another method you can use is to just rub the area with slightly diluted white vinegar. Now, just mix vinegar and a little bit of water into a bowl. Dip your wash rag inside, and rub at the stains. You can also use a vinegar paste, by just mixing vinegar and baking soda, leaving it on the stain for about 15 minutes. Let it sit, and then wash it away with the stain and the paste. You can also do this with lemon juice and baking soda.
Hard water stains inevitably come back because you can't avoid using your faucet. But to help them occurring as often, you can just wipe down your kitchen sink, and your faucets and all of your tiles with vinegar, or a vinegar paste, using vinegar and baking soda.
